Mykolas Romeris University (MRU) for international students
This guide is general information, not legal advice. Rules and fees change — confirm anything important with the official source linked below and your university's international office.
Mykolas Romeris University (MRU) is a public university in Vilnius specialising in law, public administration, social sciences, psychology, business and public security. It runs a range of English-taught degrees and is one of Lithuania's more internationally oriented institutions for the social sciences.
This guide covers what MRU offers international students, how admission works, and what it costs — with the figures framed as indicative, because tuition and deadlines change every intake.
What MRU is known for
MRU is named after the Lithuanian jurist Mykolas Römeris and has a clear social-sciences and law identity. Teaching and research are organised across faculties and academies covering, among others:
- Law — including an English-taught Law School and LL.M. options.
- Public governance and public administration.
- Psychology and human sciences.
- Business, management, economics and finance, including an MBA.
- Public security (a dedicated Public Security Academy).
- Communication, social work, education and tourism.
It does not offer medicine, dentistry or heavy engineering — for those you would look at LSMU, KTU or VILNIUS TECH. MRU's strength is the social-science and law cluster.
Studying in English at MRU
MRU offers Bachelor's, Master's, LL.M., MBA and doctoral (PhD) programmes taught in English, plus preparatory English-language courses for applicants who need to reach the entry level. Fields advertised in English include business management, communication, economics, finance, informatics, law, political science, psychology, public administration, public security, social work and tourism.

English language requirement
MRU asks for around B2-level English. Published acceptable scores include IELTS roughly 5.5–6.5, TOEFL iBT roughly 72–94 and Duolingo roughly 100–125. Applicants without a certificate may be able to sit MRU's own online English assessment during the application. Confirm the current required score for your level and programme on the admission page, as thresholds differ between Bachelor's and Master's.
Admission: timeline and process
MRU has one intake per year, with studies starting on 1 September. Applications are submitted online via apply.mruni.eu and are only considered once the application fee is paid.
For the 2026/27 cycle, the published application windows were:
| Applicant group | Application window (2026/27) |
|---|---|
| Non-EU / non-EEA | 1 January – 1 June 2026 |
| EU / EFTA | 1 January – 24 July 2026 |
Deadlines change every intake
A practical point for non-EU applicants: MRU applies a per-country quota (a maximum number of applications accepted from each non-EU/EEA country in a cycle). Once a country's quota is full, no further applications from that country are accepted that year — so apply early rather than near the deadline.
The broad steps are: choose a programme, submit the online application, pay the fees, receive your evaluation result, confirm your place by paying tuition and signing the study contract, then (for non-EU students) apply for your national visa and temporary residence permit (TRP) and register for studies.
Fees: treat every figure as indicative
Tuition at MRU varies by programme and level, and the numbers are reset each intake. For the 2026/27 intake, MRU's own published figures put English-taught degrees roughly in these ranges:
| Level | Indicative annual tuition (2026/27) |
|---|---|
| Bachelor's | from approximately €3,250, up to about €4,200 |
| Master's | from approximately €3,500, up to about €5,600 (MBA at the top end) |
MRU's fees page notes that for degree programmes the same tuition applies to EU and non-EU citizens. There are also separate, non-refundable application and registration fees (published as roughly €100 application for non-EU applicants / €50 for EU citizens, alumni and Ukrainians, plus a registration fee).

Scholarships and funding
MRU and the Lithuanian state offer several routes that international students can stack on top of the relatively low tuition:
- Lithuanian state scholarships for full-time Master's and doctoral studies, administered by the Education Exchanges Support Foundation — typically a monthly stipend plus a grant towards study costs, for eligible nationalities.
- MRU tuition-fee waivers for Bachelor's studies, allocated as a limited number of grants to applicants from specified countries/regions, usually with a high GPA threshold and B2+ English.
- Country-specific scholarships (for example for citizens of Ukraine, Belarus and Kazakhstan), and short-term study scholarships for students from a long list of countries.
Eligibility, amounts and the list of countries change each year. Check the current offer on the MRU funding and scholarships page and tick the scholarship option when you apply.
Housing: the MRU Student House
MRU operates student accommodation (the Student House / dormitories) in Vilnius, a short trip from the main campus. Room options range from shared double and triple rooms to a smaller number of single and renovated rooms with kitchens. Demand is high and places are allocated on a first-come basis, so reserve early once admitted. For monthly costs and to budget realistically, a typical student living cost in Vilnius is €350–€700unverified; dorm rooms sit at the cheaper end and a private flat in the centre at the top.
For the cheapest option, the dormitory is usually the way to go — see our wider guide on how to apply for a dormitory and on where students live in Vilnius.
Degree recognition — read this if you study law
An MRU degree is awarded by a recognised Lithuanian state university, follows the Bologna system, and is recognised across the EU as an academic qualification. Quality is overseen nationally by SKVC, which is also the body that handles recognition of foreign qualifications (and appeals) for admission.
But recognition of the degree is not the same as the right to practise a regulated profession — and this matters most for law, MRU's flagship field.
A law degree is not a licence to practise
If you plan to qualify in a specific country, check that country's bar/licensing route before you enrol, because some jurisdictions require a domestic law degree or substantial conversion study regardless of where your first degree is from.
Is MRU right for you?
MRU is a strong fit if you want an affordable, English-taught, EU-recognised degree in law, public administration, psychology, business or social sciences, and you are comfortable in a compact Vilnius-based university with a clear social-science focus. It is not the place for medicine, dentistry or engineering.

Frequently asked
Is Mykolas Romeris University a public university?+
Yes. MRU is a Lithuanian state university based in Vilnius, specialising in law, public governance, social sciences, psychology, business and public security. Its degrees follow the EU Bologna system.
Can I study at MRU entirely in English?+
MRU runs Bachelor's, Master's, LL.M., MBA and doctoral programmes in English. Not every MRU programme is English-taught, so confirm the language of instruction for your specific programme on mruni.eu before applying.
How much does MRU cost for international students?+
For the 2026/27 intake, MRU's published figures put English-taught Bachelor's roughly in the €3,250–€4,200 range and Master's roughly €3,500–€5,600 per year, with a separate application fee. Treat these as indicative and confirm the exact figure on the official fees page for your programme.
If I study law at MRU, can I practise as a lawyer abroad?+
An MRU law degree is EU-recognised as a qualification, but practising law is a regulated profession. To work as a lawyer in another country you must meet that country's own bar admission, licensing and often local-law requirements. Recognition of the degree is not the same as the right to practise.
When is the application deadline?+
MRU has one intake a year for studies starting on 1 September. For 2026/27 the published windows were 1 January to 1 June for non-EU applicants and to 24 July for EU/EFTA applicants. Deadlines change each cycle, so confirm current dates on the MRU admission page.
